Utrecht, Barcelona and Zaragoza. From collaboration to impact: the role of European networks in strengthening small retail

About this session:

Collaboration networks between cities are an essential tool for tackling the shared challenges facing urban retail. This workshop will explore how European exchanges can spark new ideas, strengthen local capacities, and build lasting partnerships that contribute to the development of local retail.

Through a round table with representatives from Barcelona, Utrecht, and Zaragoza, this session will present experiences arising from their participation in the European Capital of Small Retail initiative. Participants will share projects, knowledge, and good practices that have emerged from exchange visits and the joint work carried out in recent years.

The session will examine how cooperation between cities fosters innovation in retail policy, drives new approaches to revitalizing city centres, and helps create more competitive and resilient retail ecosystems. It will also highlight the value of the trust-based relationships built between institutions and professionals across Europe.

This workshop will show how international collaboration and European networking can become a strategic lever for strengthening small local retail, generating impact, innovation, and new opportunities for cities. Through the exchange of experiences, knowledge, and good practices, the session will highlight how European networks help build more resilient, sustainable, and competitive retail ecosystems, while inspiring new policies and initiatives that address the shared challenges of urban retail. The aim is to consolidate a European community of cities committed to an innovative, local retail model focused on the needs of citizens.
